چکیده:
«سعد الدین ابراهیم»، جامعه شناس نام آور مصری، از جمله متفکرانی است که مطالعات خود را بر تحولات اجتماعی خاورمیانه عربی متمرکز کرده است. در مقاله حاضر، وی با اشاره به مفهوم «جامعه مدنی» و پیوند آن با مفاهیمی چون دموکراسی، آثار روند جهانی دموکراتیزاسیون را بر روابط دولت و جامعه در جهان عرب نشان می دهد . از دید وی، در دهه های 1980 و 1990 میلادی ، مبارزه ای سه جانبه میان رژیمهای حاکم ، جنبشهای اسلام گرا و نهادهای جامعه مدنی برای کسب و حفظ قدرت در جریان بوده است و گاه ائتلافی دو جانبه علیه بازیگر سوم پدید آمده است. او در این زمینه نمونه های فلسطین، الجزایر و مصر را مثال می زند؛ اولی را نمونه «ترس اسلام گرایان از دموکراسی» می داند و دومی را مثالی برای «ترس دولت از دموکراسی». وضعیت مصر، از نظر او، پیچیده تر است و این وضعیت را «مثلث مقیم» نام می گذارد. به رغم آنکه مدت زمانی از تالیف این مقاله می گذرد و خاورمیانه عربی در این مدت شاهد تحولات چشمگیری بوده است، به نظر می رسد که دستاوردهای علمی مقاله همچنان آموزنده و درخور اعتنا باشد.
Saad Eddin Ibrahim، the renowned Egyptian sociologist، is one of the scholars who has focused his studies on social developments in the Arab Middle East. In the present article، referring to the concept of ‘civil society’ and its connection with such concepts as democracy، he reveals the impact of the universal trend of democratization on the relationship between the state and society in the Arab World. In his viewpoint، in the 1980s and 1990s، a trilateral struggle has been under way among the ruling regimes، Islamist movements and institutions of civil society to gain and preserve power، and a bilateral coalition has occasionally emerged against the third actor. He refers to the
instances of Palestine، Algeria and Egypt; he considers the first as an example of ‘Islamist Fear of Democracy’ and regards the second as an instance of ‘State Fear of Democracy.’ Egyptian situation in his view، is more complicated and calls it resident triangle. Despite the fact that the article has been authored some time ago، and the Arab Middle East has seen enormous changes since then، the article’s academic achievements seem to remain learning and considerable.
