چکیده:
روشهای آبرسانی و انواع آن، بهویژه انتقال آب رودخانهها در خاورمیانه پیشینهای بسیار طولانی دارد. در ایران و در دوران تاریخی که شهرسازی گسترش یافت، انواع دیگری از این روشها، مانند ایجاد بند، حفر تونل و کانالسازی به آن افزوده شد که حاصل فکر و نبوغ ایرانیان بود. با گسترش این روشها مدیریت منابع آبی بهویژه از دوران اسلامی نیز توسعه یافت. سیستم حقابه که دولت آن را با تکیه بر شیوههای سنتی و عرفی اعمال میکرد، تمهید مناسبی برای استفاده پایدار از منابع متنوع آبی در مناطق خشک و نیمهخشک بود. تنظیم استفاده از آن برای روستاها، شهرها، نهادهای عمومی، املاک و موسسات نیز وابسته به حکومت بود. در دوران قاجار که تهران به پایتختی انتخاب شد، منابع آبی مانند قناتها و چشمههای زیرزمینی دیگر برای افزایش وسعت و جمعیت شهر تهران کافی نبود؛ بنابراین با احداث بندی، قسمتی از آب رودخانه کرج را به سمت شمال تهران هدایت و از آب این رودخانه برای آبرسانی به شهر و روستاهای غربی آن استفاده کردند. در این مقاله، به بازخوانی، بررسی اهمیت، ارزش و وجوه مختلف اصل سند قرار تقسیم آب رودخانه کرج که در دوران امیرکبیر تنظیم شد و تا دوره پهلوی کاربرد داشت، پرداخته شده است. این سند نفیس که روی کروکی رودخانه کرج و شاخههای آن تهیه شده در فهرست آثار ملی منقول کشور به ثبت رسیده است.
Water supply methods and their types, especially river water transfer in the Middle East, have a very long
history. In Iran, and during the historical period in which urban planning developed, other types of these methods
were added, such as building dams, tunnels, and canals, which were the result of Iranian thought and genius. With
the expansion of these methods, water resources management was developed, especially from the Islamic era.
The water system, which the government used based on traditional and customary methods, was a good preparation
for the sustainable use of diverse water resources in arid and semi-arid regions. The regulation of its use for
villages, towns, public institutions, properties and institutions was also dependent on the government. During the
Qajar period, when Tehran was chosen as the capital, water resources such as aqueducts and other underground
springs were not enough to increase the size and population of Tehran; Therefore, by constructing a dam, they
directed a part of the water of Karaj river to the north of Tehran and used the water of this river to supply water
to the city and its western villages. In this article, the importance, value and various aspects of the original document
on the division of water of the Karaj River have been reviewed; this document was established during the
time Amir Kabir was the prime minister and was used until the Pahlavi period. This exquisite document, which
was prepared on a sketch of the Karaj River and its tributaries, has been registered in the list of national movable
monuments of the country.
