Floods are the most important natural hazards on the planet, which always have a detrimental effect on life and property. The city of Urmia is also considered as a flood-prone city due to its location along the Shahrchay River and having suitable conditions. The flooding of the Shahrchay River and the flooding of urban thoroughfares are damaging urban facilities. Therefore, the purpose of the present study is to prepare a flood risk map in this city and identify areas that may be affected by floods. In order to prepare the flood risk map, 9 effective parameters in the occurrence of this phenomenon including elevation, slope, aspect, distance to river, drainage density, lithology, land use, precipitation and topographic wetness index were used. In order to prepare the information layers of each of these parameters, GIS and image processing (ENVI) software were used. In the next step, to weight the criteria and determine the most important criteria, the weighting method of Network Analysis (ANP) and Super Decision software were used and the weight of the criteria was calculated. The results of weighting of the criteria showed that the two parameters of slope and distance to river have the highest weight with weight coefficients of 0.219 and 0.177, respectively. In the final step of the research, by applying the weights of each criterion in the relevant information layers, a flood risk map in the city of Urmia was prepared. The final map showed that about 43.7% of the total area is in high and very high classes in terms of flood risk. These sections are mostly vicinity to the main and sub-rivers that flow through the city. Lack of attention to geomorphological considerations such as encroachment on rivers and unprincipled constructions in their vicinity has increased the risk of flooding in these areas.
