اخیرا قوانینی دولتی، محدودیتهای مرتبط با منابع طبیعی و اثرات نامطلوب محصولات زوالپذیر بر سیستمهای
اکولوژیک، محققان را به طراحی زنجیرههای تامین حلقه بسته ترغیب نموده است. گاز طبیعی در سراسر جهان به عنوان سوختی پاک و قابل انتقال و دوستدار محیط زیست به عنوان منبع سبز تامین انرژی مورد استفاده قرار گرفته است. گاز طبیعی دارای یک زنجیره تامین پیچیده و بزرگ از جمله میدانهای گازی، کارخانههای فرآورش، خطوط لوله انتقال، مراکز توزیع و غیره است. این مقاله یک چارچوب نظری از عدم قطعیت زنجیره تامین گاز طبیعی که بر پایه تئوری اقتضائی توسعه داده شده است را ارائه میدهد. با این حال، یک تحلیل کیفی نیز از عدم قطعیتها و منشاء آنها وجود ندارد. بنابراین، در این مقاله، نویسنده یک رویکرد تجربی را برای شناسایی عدم قطعیتهای رخ داده در زنجیره تامین گاز طبیعی )عدم اطمینانهای عرضه، فرآیند، تقاضا، کنترل و محیطی( پیشنهاد میکند. روش پژوهش شامل تحلیل محتوای اسنادی مرتبط با صنعت گاز طبیعی است. در نتیجه، شواهد عدم قطعیتهای شناسایی شده در طیفی مابین عدم
قطعیتهای آماری و عدم آگاهی )سطوح عدم قطعیت( طبقهبندی میشوند. شرکتها برای اینکه بتوانند در بازار رقابتی باقی بمانند، مجبور به توسعه محصولات خود بوده و سطح بالایی از سفارشیسازی را ارائه میدهند که باعث ایجاد عدم قطعیت زیادی در زنجیره تامین میگردد.
Recently, governmental legislations, limitation of natural resources and adverse effects of End-of-Life products on ecological system have spurred researchers to design closed-loop supply chains. Natural gas has been used globally as a transitional fuel for supporting a green-energy-supply strategy, which has been questioned for the intermittence and lack of reliability of renewables. Natural gas has a complex and large supply chain including fields, processing plants, transmission pipelines, and distribution centers, etc. This article develops a theoretical conceptualization of supply chain uncertainty, based on the foundation provided by contingency theory. However, a qualitative analysis of the uncertainties and their sources is missing. Therefore, in this paper the authors propose an empirical approach to the identification of uncertainty occurring in the closed‐loop supply chain of Natural Gas Supply Chain (uncertainty in supply, process, demand, control, and environmental uncertainty). The investigation methodology consists of a content analysis of press media documents related to natural gas industry. Consequently, the evidences of uncertainty found are classified in a spectrum between statistical uncertainty and total ignorance (levels of uncertainty). In order to remain competitive in the market, firms are forced to expand their product offerings and offer high levels of customization, bringing about high uncertainty in their supply chain.

به عنوان مثال ، حدود ٣٠% هزينه هاي مرتبط با اين زنجيره صرف انتقال گاز طبيعي ميگردد؛ بنابراين تدوين برنامه ها و مدل هايي که بتواند به بهينه ترين حالت ممکن و اقتصاديترين شکل ممکن ، پاسخگوي نيازهاي مشتريان باشد، ضرورتي انکارناپذير است (بالانس ، ٢٠١١).
اين وضعيت ممکن است نشانه هايي را به تصميم گيران کشور بدهد که بخواهند با فرض شرايط روز، نسبت به گسترش مصرف گاز طبيعي در کشور و يا ايجاد تعهدات جديد صادرات گاز تصميم بگيرند، در صورتي که وضعيت فني مخزن پارس جنوبي و افت فشار چاه ها و به تبع آن افت توليد از ميدان ، از سال ١٤٠١ به بعد به تدريج موازنه منفي گاز طبيعي در کشور را موجب خواهد شد و در حالتي که اکثر بخش هاي داخلي و يا تعهدات خارجي شديدا وابسته به گاز طبيعي شده اند، کمبود گاز ميتواند تبديل به يک بحران انرژي- اقتصادي براي کشور گردد (الهي و همکاران ، (به تصویر صفحه مراجعه شود) شکل ١.
