چکیده:
هدف این مقاله، بررسی چگونگی تاثیر ساختار اقتصاد رانتی در شکلگیری فرهنگ سیاسی غیرمشارکتی(انفعالی) در عصر سلطنت محمدرضاشاه میباشد. بهطور کلی هرچند در شکلگیری چنین فرهنگ سیاسی در دوره مورد بحث، عوامل مهمی چون ساختار حکومت استبدادی نقش داشتهاند، اما در این مقاله تنها به تاثیر ساختار اقتصاد رانتیِ متکی به نفت بر فرهنگ سیاسی پرداخته میشود. واقعیتهای تاریخی عصر پهلوی دوم نشان میدهند که فرهنگ سیاسی تحتتاثیر ساختار اقتصاد رانتی نیز قرار داشته و این ساختار به شکلگیری فرهنگ سیاسی از نوع غیرمشارکتی آن کمک نموده بود. برایناساس، سئوال اساسی تحقیق این است که ساختار اقتصاد رانتیِ متکیبهنفت در دوره محمدرضاشاه، چگونه به شکلگیری فرهنگ سیاسی غیرمشارکتی کمک کرد؟ فرضیه مقاله این است که «بهدلیل برخوردارشدن دولت پهلوی دوم از درآمدهای سرشار نفتی از اواخر دهه 1330 به بعد ، وابستگی دولت به مردم کمتر شده و در نتیجه با سرکوب و تضعیف نهادها و تشکلهای سیاسی و اجتماعی، نقش مداخلهگر اصلی را در زندگی سیاسی برعهده میگیرد و زمینه شکلگیری فرهنگ سیاسی غیرمشارکتی را فراهم مینماید». در این مقاله از روش توصیفی – تحلیلی استفاده شده است.
The present paper aims to investigate the impact of petroleum-driven rentier economy on a non- participatory political culture which had been shaped in the reign of Mohammad-Reza Shah. The historical facts show that, in the given period, political culture had been impacted by a rentier economic structure which had played a considerable role in emergence of a non- participatory political culture. How the petroleum- driven rentier economy impacted on the formation of non- participatory political culture? To address this central question, the present paper hypothesize that reaching a huge amount of petroleum- driven governmental revenue after the late 1950s, and its impact on transforming the economy and state into rentier entity, reduced Pahlavi government`s dependency to the society. This increase in the state`s financial affordability, in turn, led the government to take the central role in the political life as the central agent independent from the society. Wakening and oppressing the socio-political institutions, or in the other words, hindering the civil society from doing its typical action, the government led the people into political passivity and, consequently, a non- participatory emerged out. To explain this, the research will conduct in a descriptive- analytical method.
