چکیده:
زمینه و هدف: اساساً شورای امنیت بهموجب منشور، رکنی خاص گرا یا وضعیت است، بهعبارتدیگر دولتهای عضو از آن رکن خواستهاند که نسبت به وضعیت یا اختلاف خاص از خود واکنش نشان دهد. بااینحال پس از جنگ سرد، گهگاه شورا قطعنامههایی صادر نمود که هدف آن نه حلوفصل اختلاف موجود بین دو یا چند عضو است و نه وضعیتی که صلح و امنیت بینالمللی را به مخاطره افکند، بلکه هدف اصلی پیشگیری از تهدید صلح و یا دیپلماسی و صلح سازی پیشگیرانه میباشد. در حقیقت این دسته از قطعنامهها مخاطب مشخصی مثل زنان و کودکان دارند.
روش: مقاله حاضر میکوشد، تا به شیوه توصیفی- تحلیلی به تبیین قطعنامههای مذکور بپردازد.
یافتهها و نتایج: مشخص نمودن اینکه قطعنامههای مزبور به دنبال حل یک موضوع مرتبط با یک وضعیت خاص نمیباشند، بلکه غایت آنها حل موضوع و مشکلی است که در جامعه بینالمللی در حال گسترش است و تکرار یا افزایش تعداد موارد آن میتواند بر صلح و امنیت بینالمللی تأثیرگذار باشد.
Field and Aims: Basically, according to the charter, the Security Council is a specific or situation-oriented pillar, in other words, the member governments have asked that pillar to react to a specific situation or dispute. However, after the Cold War, the Council occasionally issued resolutions. The purpose of which is not to resolve the existing dispute between two or more members, nor a situation that endangers international peace and security, but the main purpose is to prevent threats to peace or preventive diplomacy and peacemaking. In fact, these resolutions have a specific audience such as women and children.
Method: This article tries to explain the mentioned resolutions in a descriptive-analytical way.
Finding and Conclusion: Specifying that the mentioned resolutions do not seek to solve an issue related to a specific situation, but their purpose is to solve the issue and problem that is spreading in the international community and repeating or increasing the number of cases can affect peace and security. be internationally influential.
