چکیده:
حکمروایی هنر هدایت سازمان ها و جوامع است. آنچه تعیین کننده محلی بودن حکمروایی است، میزان مشارکت برای تحقق اهداف و خواسته های جامعه محلی است. مطالعه حاضر با هدف تحلیل سطح حکمروایی محلی و عوامل موثر بر آن در روستاهای شهرستان تنکابن با رویکرد تحقیق توصیفی-تحلیلی انجام شد. جامعه آماری تحقیق شامل دو گروه نهادهای متولی مدیریت روستایی (شامل 50 تن از دهیاران و یا اعضای شوراهای اسلامی و کارشناسان بخشداری) و 384 تن از سرپرستان خانوار ساکن در 36 روستا از روستاهای بالای 50 خانوار دهستانهای میرشمس الدین، گلیجان، تمشکل، کتری و بلده بوده است. به منظور تحلیل سطح حکمروایی محلی روستایی از آماره t تک نمونه ای و فن تاپسیس و به منظور تحلیل عوامل موثر بر حکمروایی روستایی از ضریب همبستگی پیرسون و رگرسیون خطی چند متغیره استفاده شد. شاخص های حکمروایی محلی شامل مشارکت، قانونمندی، پاسخگویی، مسئولیت پذیری، عدالت محوری، توافق جمعی، شفافیت و کارایی و اثربخشی و عوامل موثر بر حکمروایی محلی شامل عوامل درونی (خصوصیات سازمانی، نیروی انسانی) و عوامل بیرونی (موقعیت مکانی-فضایی، ویژگی های اجتماعی و فرهنگی، ویژگی های اقتصادی) می باشد. نتایج نشان داد حکومت های محلی در زمینه شاخص های حکمروایی محلی با میانگین نمره 2.9 از وضعیت مناسبی برخوردار نیستند. همچنین سطح حکمروایی محلی در 61.1 درصد روستاها در سطح متوسط قرار دارد. در عین حال نتایج تحلیل رگرسیون نیز نشان میدهد که عوامل درونی 76.6 درصد و عوامل بیرونی 96.4 درصد از تغیرات حکمروایی روستایی را تبیین می کنند. در زمینه عوامل درونی درجه دهیاری، درآمد دهیاری، سن و تجربه دهیار با ضریب استاندارد 768/0 ؛ 379/0 و 232/0 و در زمینه عوامل بیرونی مساحت روستا، جمعیت روستا، ثقل و تراکم جمعیتی با ضریب استاندارد 411/0 ؛ 361/0 و 223/0 مهمترین متغیرهای موثر بر حکمروایی روستایی به شمار می آیند.
Governance is the art of guiding organizations and communities. What determines the local
nature of governance is the degree of participation in achieving the goals and needs of
the local community. The aim of this study was to analyze the level of local governance and
its determining factors in the villages of Tonekabon County, using a descriptive-analytical
approach. The population of the study included two groups of institutions in charge of rural
management (including 50 village governors, members of Islamic councils, and experts in
district governance) and 384 heads of households in 36 villages of more than 50 households
in Mir Shams-ol-Din, Golijan, Tameshkol, Kotri, and Baladeh rural districts. To analyze the
level of rural local governance, one-sample t-test and TOPSIS were used, and to analyze the
factors affecting rural governance, Pearson correlation coefficient and multivariate linear regression
were used. The indicators of local governance include participation, legitimacy, accountability,
responsibility, justice, consensus, transparency, efficiency and effectiveness, and
the factors affecting local governance include internal factors (organizational features and
manpower) and external factors (spatial location, social and cultural features, and economic
features). The results showed that local governments are not in a good position in terms of
local governance indicators with an average score of 2.9. Furthermore, the level of local governance
is average in 61.1% of villages. At the same time, the results of regression show that
internal factors and external factors account for 76.6% and 96.4% of changes in rural governance,
respectively. In terms of internal factors, the degree of district governance, the income
of district governance, age and experience of village governors with a standard coefficient
of 0.768, 0.379, and 0.232, respectively, and in terms of external factors, village area, village
population, and population density with a standard coefficient of 0.411, 0.361, and 0.223,
respectively are the most important variables affecting rural governance.
