چکیده:
در این مقاله تلاش شده است تا ترجیحات افراد در خصوص سیاستگذاری در حوزه خدمت وظیفه عمومی مورد ارزیابی قرار گرفته و به این وسیله تأثیرات اجرای هر یک از سیاستهای مورد نظر (با تمرکز بر سیاست فروش سربازی) تا حدودی تبیین شود. ازآنجاکه یکی از دغدغههایی که همواره در خصوص فروش سربازی مطرح میشود، ایجاد نارضایتی در افراد کمدرآمد است؛ تحلیل انتخاب افراد در گروههای مختلف درآمدی و با دیدگاههای متفاوت موضوع اصلی این تحقیق را تشکیل داده است. در این راستا ترجیحات افراد در خصوص فروش سربازی در دو حالت (فروش معمول و فروش به نحوی که به افزایش قابل توجه حقوق سربازان منجر شود) مورد ارزیابی قرار گرفته است (اجرای طرح پرسشنامه نشان داد حدود نیمی از پاسخدهندگان فروش بهنحویکه به افزایش قابل توجه حقوق سربازان منجر شود را نسبت به ادامه وضعیت فعلی و فروش به شیوه معمول ترجیح دادهاند). نتایج مدل لاجیت چندجملهای که بر پایه 440 پرسشنامه برآورد شده حاکی از آن است که اولاً درآمد افراد، تأثیر سیستماتیکی روی ترجیح آنها در زمینه سیاست فروش سربازی نمیگذارد؛ ثانیاً سن، رابطه مستقیمی با ترجیحات افراد در زمینه سربازی دارد. به این ترتیب که افزایش سن رابطه مثبتی با احتمال ترجیح دادن ادامه وضعیت کنونی و رابطه منفی با احتمال ترجیح دادن سیاست فروش سربازی دارد؛ ثالثاً حساسیت بیشتر نسبت به تبعیض و نابرابری، تأثیر منفی بر احتمال انتخاب گزینههای مربوط به فروش سربازی دارد. در نهایت خروجی مدل این نتیجه قابل پیشبینی را تأیید میکند که افرادی که در حال گذراندن سربازی هستند یا سربازی را پشت سر گذاشتهاند تمایل کمتری به گزینه فروش سربازی دارند.
Due to the fact that assessing individual preferences, could to some extent, indicate the social effects policy options have on military service, the choices of individuals within different income groups and with different perspectives have been analyzed. Therefore, individual preferences about the military service exemption fee have been assessed based on two main categories, which are regular exemption fees and exemption fees, that lead to a significant increase in the salaries of soldiers. The results of the multinomial logit model, which was based on 440 questionnaires, indicate, firstly, the individual’s income does not affect their preference about the military service fee exemption policy. Secondly, age is directly related to preferences, such that the increase in age of the individual has a positive relationship with the likelihood of preferring the current condition and a negative relationship with the likelihood of preferring the military service exemption fee policy. Thirdly, sensitivity to discrimination and inequality has a negative impact on the likelihood of choosing fee exemption options. Lastly, the results of the model confirm the fact that individuals serving in the military service or who have completed their military service, are less inclined to support the exemption fee options.
