چکیده:
ﺳﺎﻣﺎﻧﻪﻫﺎی ﻫﻮﺷﻤﻨﺪ، ﻣﺪﻟﯽ ﺗﻮﺳﻌﻪ ﯾﺎﻓﺘﻪ از ﺳﯿﺴﺘﻢ ﻫﺎی ﻫﻮﺷﻤﻨﺪ ﺑﻮده ﮐﻪ ﺷﺎﻣﻞ ﺷﺒﮑﻪ ﻫﺎی
راﯾﺎﻧﻪ ای، ﺟﺮﯾﺎن اﻃﻼﻋﺎت، اﺳﺘﻘﺮار ﺳﺨﺖ اﻓﺰار و ﻧﺮم اﻓﺰارﻫﺎی ﻣﻨﺎﺳﺐ، ﺣﺴﮕﺮﻫﺎ و اﻧﺪازه ﮔﯿﺮﻫﺎی ﻫﻮﺷﻤﻨﺪ ﻫﺴﺘﻨﺪ. ﺳﺎﻣﺎﻧﻪﻫﺎ، ﺑﯿﺸﺘﺮ در اﺑﻌﺎد ﮐﻼن، ﻣﻠﯽ و ﺣﺘﯽ ﺑﯿﻦاﻟﻤﻠﻠﯽ ﮐﺎرﺑﺮد داﺷﺘﻪ و ﺗﻮان ﺑﺎﻻﯾﯽ در ﺑﻬﺒﻮد ﻣﺪﯾﺮﯾﺖ و ﻧﻈﺎرت ﺑﺮ ﻋﻤﻠﮑﺮدﻫﺎ را دارا ﻫﺴﺘﻨﺪ. ﻣﺪﯾﺮﯾﺖ ﺗﻮزﯾﻊ ﺳﻮﺧﺖ در ﮐﺸﻮر اﯾﺮان، ﺑﻪ ﻟﺤﺎظ ﺣﺴﺎﺳﯿﺖ اﻣﻨﯿﺘﯽ و راﻫﺒﺮدی از ﯾﮏ ﺳﻮ و ﻧﯿﺎز ﻣﺒﺮم و روزاﻧﻪ ﻣﺮدم از ﺳﻮی دﯾﮕﺮ، ﻣﺴﺘﻠﺰم اﺳﺘﻘﺮار ﯾﮏ ﺳﯿﺴﺘﻢ ﺑﺴﯿﺎر ﻗﻮی اﺳﺖ ﮐﻪ ﺿﻤﻦ رﺻﺪ ﻟﺤﻈﻪای ﻣﯿﺰان ﻣﺼﺮف ﺳﻮﺧﺖ و ﮐﻨﺘﺮل ﺗﻤﺎم ﻣﺠﺎری ﻋﺮﺿﻪ ﺳﻮﺧﺖ ﮐﺸﻮر، ﻗﺎﺑﻠﯿﺖ اراﺋﻪ ﮔﺰارﺷﺎت ﻣﺘﻨﻮع و ﻣﺪﯾﺮﯾﺘﯽ ﺟﻬﺖ ﺗﺼﻤﯿﻤﺎت ﮐﻼن ﻣﺪﯾﺮﯾﺘﯽ و از آن ﻣﻬﻢ ﺗﺮ ﺗﻮان اﻋﻤﺎل ﺗﺼﻤﯿﻤﺎت دوﻟﺘﯽ در ﺧﺼﻮص ﺳﻬﻤﯿﻪ ﺑﻨﺪی و اﺟﺮای ﺷﯿﻮه ﻫﺎی ﻣﺨﺘﻠﻒ ﺗﻮزﯾﻊ ﺳﻮﺧﺖ ﺳﺮاﺳﺮی را ﻫﻢ داﺷﺘﻪ ﺑﺎﺷﺪ. ازاﯾﻦ ﺟﻬﺖ، ﺳﺎﻣﺎﻧﻪ ﯾﮑﭙﺎرﭼﻪ ﺳﻮﺧﺖ ﮐﺸﻮری ﺑﻪ ﻋﻨﻮان ﻣﺪل ﻣﻄﻠﻮب و ﺑﻬﯿﻨﻪ از ﺳﺎل 1386 راه اﻧﺪازی ﺷﺪه و اﮐﻨﻮن ﺑﺎﮔﺬﺷﺖ ﯾﮏ دﻫﻪ از آﻏﺎز ﺑﻪ ﮐﺎر آن، ﺑﻪ ﻋﻨﻮان ﯾﮑﯽ از ﻣﺪلﻫﺎی ﺑﺮﺟﺴﺘﻪ ﻣﺪﯾﺮﯾﺖ ﺳﺎﻣﺎﻧﻪ ﻫﺎی ﻣﻠﯽ ﻣﻄﺮح اﺳﺖ ﮐﻪ در اﯾﻦ ﻣﻘﺎﻟﻪ، ﺑﺪان ﭘﺮداﺧﺘﻪ ﺷﺪه اﺳﺖ. اﺳﺘﻘﺮار ﺳﺎﻣﺎﻧﻪ ﻫﻮﺷﻤﻨﺪ ﺳﻮﺧﺖ در ﮐﺸﻮر اﯾﺮان، ﻋﻼوه ﺑﺮاﻓﺰاﯾﺶ ﻧﻘﺶ ﻧﻈﺎرﺗﯽ ﺑﺮ ﻣﺼﺮف ﺳﻮﺧﺖ ﮐﺸﻮر، ﺑﺎﻋﺚ ﮐﺎﻫﺶ ﭼﺸﻤﮕﯿﺮ ﻣﺼﺮف ﻓﺮآوردهﻫﺎی ﻧﻔﺘﯽ و ﻧﯿﺰ اﯾﺠﺎد ﺗﺠﺎرب ارزﻧﺪه ﻣﺪﯾﺮﯾﺘﯽ در ﺣﻮزه ی ﻓﻦ آوری اﻃﻼﻋﺎت و ارﺗﺒﺎﻃﺎت در ﺳﻄﺢ کلان شده است.
Smart systems, is a developed model of intelligent systems that include computer networks, information flow, mounting hardware and appropriate software, sensors and intelligent measurement. Systems are having more applicable to large-scale, national and even international and have high potential to improve the management and performance monitoring. Management of fuel distribution in the country is requires the establishment a very strong system, in terms of security and strategic sensitivity on the one hand and on the other hand important and daily requirement, while observing of fuel consumption immediately and control all channels of the supply of fuel as gas stations,also should have various reports and managing capabilities for macro-management decisions, and more importantly, should have capability for government decisions about quotas and the implementation of different ways a total fuel distribution. Therefore, the integrated fuel system as optimal models launched since 2007 and now, over a decade since its inception, to be mentioned as one of the leading models of national systems management that in this paper, it is investigated. Establishment of fuel smart system in the country, in addition to the accretion of monitoring fuel consumption, is to cause substantially reduce consumption oil products and create valuable management experiences in the field of information and communications technology at the macro level.
