چکیده:
در این مقاله در پی آن هستیم که با تعریف دو مفهوم حقوق بشر و امنیت و حاکمیت ملی بتوانیم ارتباط میان آنها را تبیین کنیم و در واقع این رویکرد را که حقوق بشر تضعیف کننده حاکمیت و امنیت ملی دولتهاست، به نقد بکشانیم و در راستای این فرض که حقوق بشر میتواند عاملی در راستای تحکیم یکپارچگی ملی و در نتیجه تقویت حاکمیت و امنیت ملی باشد، گام برداریم. حقوق بشر بایستی به عنوان هنجاری عام و جهانی مطرح شود، نه هنجاری منطقهای یا خاص و این امر در گرو روابط بینالاذهانی است که آن را ساخته و پرداخته میکند. نخست با نگاهی به حقوق بشر و سپس با دیدگاهی به سیاست بینالملل، به تشریح مفاهیم حقوق بشر و حاکمیت ملی و تحول این مفاهیم از رهگذر رعایت و تضمین حقوق بشر پرداختهایم. در نهایت رویکرد سازهانگاری و نظریه بومرنگ طرح و بر همین مبنا نتیجهگیری شده است.
In this article, we seek to define the relationship between human rights and security and national sovereignty by defining the two concepts, and in fact to criticize the approach that human rights undermine the sovereignty and national security of states. In this regard, the authors assume that human rights can be a factor in strengthening national unity and thus strengthening sovereignty and national security. Human rights should be considered as a general and universal norm, not a regional or specific norm, and this depends on the interpersonal relations that make and pay for it. First, with a look at human rights and then with a view to international politics, we have explained the concepts of human rights and national sovereignty and the evolution of these concepts through the observance and guarantee of human rights. Finally, the constructivist approach and boomerang theory are designed and concluded on this basis.
