چکیده:
تأمل بر ساختار نهادی سیاستگذاری علم و فنّاوری در چند دهۀ اخیر مورد توجه اندیشمندان این حوزه قرار گرفته است. به رغم درک اهمیت این موضوع در ایران، آشفتگیِ ساختار نهادی به معنی تعدد نهادهای سیاستگذار و تعاملات نامؤثر آنها موجب برانگیختن انتقادات فراوانی میان اندیشمندان شده است. در این پژوهش ابتدا از طریق اسناد و مدارک سیاستی حوزۀ علم و فنّاوری و مصاحبه با 20 نفر از خبرگان این حوزه در ایران، وضعیت موجود ساختار نهادی سیاستگذاری علم و فنّاوری در ایران در سطح ملی ترسیم و اشکالهای آن تبیین می شود؛ سپس برای برون رفت از وضعیت موجود و بر اساس نظریات خبرگان، دو سناریو به عنوان ساختار بهبودیافتۀ سیاستگذاری علم و فنّاوری در ایران پیشنهاد شده که شامل سه سطح «تدوین سیاستها و اولویتهای ملی»؛ «طراحی برنامه ها و سیاستهای اجرایی»؛ و «ارزشیابی سیاستی» به ایفای نقش در این حوزه می پردازند. دو پیش فرض اصلی در طراحی این سناریوها، پرهیز از حذف نهادهای سیاستگذار، دست کم در کوتاه مدت، و نیز اجتناب از تأسیس نهادی جدید در این حوزه بوده است. شایان ذکر است این سناریوها به عنوان سناریوهای دوران گذار از وضعیت موجود به وضعیت مطلوب طراحی شده اند.
The institutional structure of science and technology policy-making has been the focus of scholars in recent decades. Despite the importance of this issue in Iran, the turbulence of the institutional structure has meant the multiplicity of policy makers and their ineffective interactions have caused a great deal of criticism among scholars. In this study, firstly, through the policy documents of science and technology and interviews with 20 experts in this field in Iran, the status of the institutional structure of science and technology policy making in Iran at national level is explained. Then, in order to get out of the current situation and based on the views of experts, two scenarios have been proposed as an improved structure of science and technology policy making in Iran is based on the OECD model in three stages of "formulating national policies and priorities"; "designing programs and policies"; and "policy evaluation". The two main presuppositions in designing these scenarios have been to avoid eliminating policy makers, at least in the short term, and to avoid establishing a new institution in this field. It is worth noting that these scenarios are designed as transitional scenarios from the current situation to the desired situation
