Abstract:
حملونقل عبوری یا ترانزیت کالا، یکی از پرسودترین خدمات تجاری دنیا، به ویژه برای کشورهایی که از نظر موقعیت جغرافیایی در مسیر ترانزیت بین المللی قرار دارند، به شمار میرود. موقعیت طبیعی و جغرافیایی ایران به گونه ای است که میتواند به عنوان یکی از استراتژیک ترین مسیرهای ترانزیت کالا برای افغانستان و کشورهای شرق آسیای میانه محسوب شود. این منطقه-ی محصور در خشکی برای دسترسی به آبهای آزاد نیازمند ترانزیت کالا از بنادر ایران است و این مسأله میتواند پتانسیل تقاضای حمل بار عظیمی را برای ایران بوجود بیاورد. در این مقاله، ابتدا به کمک نظریه جاذبه در تجارت بینالملل تخمینی از پتانسیل تقاضای حمل بار این منطقه از سیستم حملونقل ایران و به ویژه حملونقل دریایی از طریق بندر چابهار بدست میآید و سپس میزان پتانسیل بار این منطقه تا آینده قابل پیشبینی تخمین زده میشود. معادلهی تصریح شده با استفاده از الگوی دادههای ترکیبی با اثرات ثابت در دوره زمانی 2010 تا 2018 بهصورت دو سالانه و در 30 مقطع به روش حداقل مربعات تعمیم یافته برآورد شده است. نتایج نشان میدهد که تمام متغیرها معنیدار و دارای علامت انتظاری است. همچنین نتایج نشان میدهد که چشم انداز پتانسیل تقاضای بار این منطقه در افق 2022 بیش از 2 هزار میلیارد دلار است.
Freight or transit of goods is one of the most profitable commercial services in the world, especially for countries that are geographically located in the international transit routes. Iran's natural and geographical location can be considered as the most strategic transit routes for Afghanistan and East CIS countries. This landlocked region requires the transit of goods through Iranian ports to access International waters, and this could create the potential for huge cargo demand for Iran. In this paper, first, based on the gravity model of international trade, an estimate of the freight demand potential of this region is obtained from the Iranian transportation system, especially maritime transport through Chabahar port, and then the cargo potential of this region is estimated for the foreseeable future. The specified equation has been estimated by generalized least squares method using the data panel with fixed effects in 30 sections and the period 2010 to 2018 biennially. The results show that all variables are significant and have an expected sign. The results also show that the prospect of cargo demand of this region in 2022 is more than $ 2 trillion.
